Together, they allow your team to have consistent, context-aware feedback across your codebase.

Who can create or edit them?
Organization admins, and repository owners for the repositories they own. See Billing for what repository owners can do.
How do I know whether a customized agent is working?
Check its acceptance and rejection rates in Evaluation, and read the individual responses in Interactions.
